Blackburn Rovers Launch Multi-Level Supporter Engagement Plan
Blackburn Rovers have unveiled a new Multi-Level Engagement Plan for the 2026/27 season, developed in collaboration with the Football Supporters’ Association (FSA), as the club looks to strengthen consultation and communication with supporters.
The framework has been designed to create broader, more consistent and more meaningful engagement across the club, offering supporters a wider range of opportunities to share feedback throughout the season.
The move comes amid an increasing focus across football on structured fan consultation and supporter involvement, including preparations linked to the introduction of the Independent Football Regulator (IFR).
Under the new model, Rovers will introduce multiple layers of engagement across governance, football, community activity, digital consultation and specialist working groups, with the aim of reaching a broader and more representative cross-section of the fanbase.
The structure will include:
– Quarterly Fan Advisory Panel (FAP) meetings focused on strategic and operational matters
– Football-focused Q&A events with senior football staff
– Community events, including player appearances and supporter activities
– Regular digital consultations and supporter surveys
– Specialist working groups and targeted engagement sessions
– Expanded equality, diversity and inclusion, and junior supporter engagement opportunities
– Dedicated online consultation sessions for overseas and long-distance supporters
The Fan Advisory Panel will comprise representatives from official supporter groups alongside elected individual supporter representatives, helping to ensure the engagement structure reflects a wide range of supporter perspectives and experiences.
The application and election process for supporter representatives will be independently managed in collaboration with the FSA, with further details to be confirmed in due course.
Blackburn Rovers said the framework has been created to improve transparency, increase accessibility and provide supporters with more opportunities to contribute in formats suited to different topics and audiences.
Blackburn Rovers Head of Marketing, Anna Melia, said: “This new approach is designed to create more meaningful consultation throughout the season, reach supporters through multiple touchpoints, and ensure a broader range of voices and experiences are represented.
“With the increased importance being placed across football on supporter consultation and structured fan engagement, it was important for us to develop a model that is more representative, more accessible and better suited to modern supporter engagement.
“The result is a more modern, inclusive and effective engagement model that strengthens communication between the club and supporters moving forward.”
The new structure was presented to supporters during the final Fans Forum meeting on Tuesday 12 May, with feedback from attendees helping to inform the ongoing development of the plan.
The club also thanked supporters who have contributed to the Fans Forum over the years, recognising the role the forum has played in shaping dialogue between the club and its fanbase.
