Chelsea Handed £10m FA Fine And Suspended Transfer Ban After Historical Regulatory Breaches

Chelsea have been fined £10 million and handed a suspended two-window registration ban by The Football Association after admitting 74 historical breaches of FA regulations relating to football agents, intermediaries and third-party investment.

The sanctions follow an investigation into matters that the club’s current ownership voluntarily self-reported after completing its takeover in 2022.

The FA confirmed that Chelsea admitted all 74 breaches of FA Rule E1.2 before an independent Regulatory Commission. The Commission initially imposed a suspended six-point deduction, alongside the £10 million fine.

However, following an appeal by the club, an independent Appeal Board overturned the suspended points deduction and replaced it with a suspended registration ban covering two complete and consecutive transfer windows, effective until 30 June 2027. The £10 million financial penalty was not appealed and will be invested into grassroots football. The FA also confirmed that its investigation into individual misconduct connected to the case remains ongoing.

In a statement, Chelsea said the decision brings an end to all regulatory proceedings relating to the historical matters that were disclosed by the club following the change of ownership.

The Premier League club said it self-reported potential historical rule breaches to the relevant authorities in 2022 and has since worked “openly and transparently” with regulators, voluntarily providing thousands of documents throughout the investigations.

Chelsea added that settlement agreements had previously been reached with UEFA and the Premier League concerning the same self-reported regulatory matters and said the conclusion of the FA process means all regulatory proceedings involving the club have now been resolved.

The club also thanked UEFA, the Premier League and The FA for their engagement throughout the process.
